PROBLEM TO BE SOLVED: To provide an IP terminal housing method in which abundant additional service of an exchange can be enjoyed and an IP terminal has only to be registered only in the exchange and which does not have to change the data of the exchange when the IP terminal housed in an IP network is relocated, its gateway device, a gatekeeper device and the IP terminal. SOLUTION: Because the gateway device 30 is connected to the radio base station connection line 41 of the exchange 40 and the IP terminal connected to the IP network can be subjected to position registration processing in the same manner as in a radio terminal in order to register the IP terminal 50 connected to the IP network as a radio telephone set in a database in the exchange, the abundant additional services of the exchange can be enjoyed, and the IP terminal has only to be registered only in the exchange.
