PROBLEM TO BE SOLVED: To conduct paving work, by which construction cost is reduced, which has proper permeability and strength, and by which weeds hardly vegetate. SOLUTION: (1) The ground of a paving predetermined site 1 in the installation site of a transmission steel tower is ground-leveled. (2) An earth retaining 11 is formed on the boundary of the predetermined site 1. (3) Bricks 21 are arranged, forming joints in approximately 1 cm. (4) The ratio of a section composed of the bricks 21 to a section consisting of hydraulic-mortar granular materials is kept within a range of 3:1-1:1. (5) The joint sections and permeable spaces of the bricks are filled with the hydraulic mortar granular materials and the granular materials are spread all over. (6) Primary water spray is conducted on the surfaces of the mortar granular materials in an extent that the granular materials are not made to flow. (7) Secondary water spray is conducted after 1-1.5 hr normally passes (approximately 2 hr in a severe cold season in winter). (8) The mortar granular materials are cured for 12-20 hr after secondary water spray.
