PROBLEM TO BE SOLVED: To reduce the use amount of a powdery flocculant to be added newly by extremely simple constitution to reduce cost to a large extent, in a water cleaning apparatus having a mixing tank for mixing raw water containing metal ions and a powdery flocculant for adsorbing and flocculating metal ions and a sedimentation tank for separating the mixed liquid sent from the mixing tank into the sludge of the powdery flocculant having metal ions adsorbed thereon and cleaned water from which metal ions are removed, in succession from the upstream side of a raw water treatment process. SOLUTION: This water cleaning apparatus is constituted so that a return route 7 is provided from the sedimentation tank 3 toward a reaction tank 2 and the sludge Ax gathered in the sedimentation tank 3 is returned through the return route 7 and the the powdery flocculant A is added to raw water Wx.
