PROBLEM TO BE SOLVED: To efficiently and quickly measure the return loss of an analog phone terminal. SOLUTION: In the return loss measurement device 1 that measures the return loss of a device 5 to be measured, a controller 3 controls a changeover circuit 24 to switch the connection state so as to disconnect the device 5 from the return loss measurement device 1. Calibration data denoting leaked power and the reception loss of a measurement section 2 are acquired and stored in a memory 31. Then the controller 3 controls the changeover circuit 24 to connect the device 5 to the return loss measurement device 1. Then the return loss of the device 5 is measured on the basis of the calibration data stored in the memory 31 and a measurement value of a level meter LM1.
