PROBLEM TO BE SOLVED: To prevent that a high voltage is applied to both ends of a changeover switch when a fuse 3 is fused, by blocking the voltage with a diode DO for forbidding a sneak current. SOLUTION: A positive pole potential of each of the battery modules BATO 1-BAT10 wherein the lowest potential of battery blocks 11, 12 is set as reference is divided by a resistance type potential dividing circuit 2. Voltages of the low potential side resistance elements R2, R4, R6, R8, R10 are detected with a module voltage detecting part while the lowest potential of the battery block 11 is set as the reference. Difference of each of the detected potentials is outputted as a voltage of each of the battery modules.
