PROBLEM TO BE SOLVED: To provide a coded stream editing device that can efficiently and accurately edit an image with precision of editing in the unit of image frames and to provide a coded stream edit method and a recording medium that has a program for making a computer execute the editing method recoded thereon. SOLUTION: When an edit range instruction section 101 instructs a desired edit range, a segmentation range decision section 102 decides the segmentation range corresponding to the edit range in the unit of frames. A re-coding section 105 applies re-coding to data whose decoding is impossible, a stream output section 103 segments the segmented range, and a coding stream insertion section 110 or a coding stream multiplexing section 106 adds the re-coded data to the segmented data to generate a new coding stream. A time information rewrite section 107 rewrites the time information of the coded stream, so that time management information is continuous.
