PROBLEM TO BE SOLVED: To provide a variable resistor which ensures sealing between a rotor and a substrate, without insert molding the substrate to a case and which can be produced at a low cost. SOLUTION: This variable resistor comprises a cylindrical case 1 which is open at the top and bottom, a substrate 10 which is fitted to a lower opening 3 of the case 1 and whose upper surface is provided with a current collecting electrode 14 and a resistor 11 of a circular arc, a rotor 40 which is fitted rotatably to an upper opening 2 of the case 1, a slider 50 which is in contact with the electrode 14 and the resistor 11 so as to slide an annular packing 20 which is arranged between the rotor 40 and the substrate 10 for sealing therebetween, terminals 30 to 32 which are fixed to the substrate 10 and electrically connected to the resistor and the current collecting electrode, and a metal cover 60. The cover 60 comprises a top plate 61 for supporting the upper surface of the rotor 40, a window hole 62 which is formed in the top plate 61 so that a portion of the rotor is exposed, and a pair of legs 66 which extend downward along the side surface of the case 1. The cover 60 covers the case 1 from above, with the legs 66 bent inside at the bottom of the case 1, to support the lower surface of the substrate 10.
