PROBLEM TO BE SOLVED: To provide a wave absorbing device excellent in a wave absorbing effect and a buffer effect. SOLUTION: The wave absorbing device 1 is installed in a speed boat-race stadium, for instance, and it has a wave-dumping function. A plurality of inner cylinders 3 made of a net-like material are contained in an outer cylinder 2 made of a net-like material. The mesh size of the outer cylinder 2 is the mesh 31 size of the inner cylinder 3 at the least. In particular, when the opening area of one mesh of the outer cylinder 2 is regarded as S1, and the opening area of one mesh 31 of the inner cylinder 3 is regarded as S2, the ratio S1/S2 of the opening area ranges within 1.05-35. A bar-shaped float member 32 is inserted inside the inner cylinder 3 positioned in the vicinity of the water level to give an appropriate buoyancy to the wave absorbing device 1.
