PURPOSE: A communication system at a roadside and method of measuring speed moving object using the same is provided to be capable of measuring a speed of a moving object using a doppler deflection phenomenon. CONSTITUTION: There is parsed whether a signal of a moving object is sensed in a communication area of a roadside communication apparatus via one directional antenna(201). If the signal of the moving object is sensed in the communication area, communication between the moving object and the roadside communication apparatus commerces(202). The roadside communication apparatus measures a transmission frequency from the moving object(203), and calculates a speed of the moving object by measuring a deflection and a direction(204).
