PROBLEM TO BE SOLVED: To provide a device capable of effectively reducing frictional resistance on a surface making contact with liquid, for example, a frictional resistance reducing vessel capable of reducing power at the time of navigation by effectively reducing frictional resistance of a hull by using bubbles. SOLUTION: A position and movement of bubbles are controlled by a difference of volume susceptibility of liquid and the bubbles by constituting a device so as to be furnished with a surface 1 to relatively move against the liquid while interposing the bubbles in the liquid and a magnetic field forming means 21 to form a gradient magnetic field in the liquid on the surface 1.
