PROBLEM TO BE SOLVED: To prevent deterioration in communication quality b reducing a time when each pilot signal reaches a reception strength detection timing to quickly conduct hand-over. SOLUTION: A discrimination section 106 compares reception strength of each pilot signal stored in a strength table 105 with an optional threshold value of the reception strength, instructs a control section 107 on a pilot signal in excess of the optical threshold value and the control section 107 instructs a strength extract section 104 to increase number of reception strength extract times of the pilot signal in excess of the optional threshold value, and the strength extract section 104 extracts the reception strength from each pilot signal on the basis of the instructed number of times. The strength table 105 detects the reception strength of each pilot signal in a timing when number of times of extracting the reception strength reaches an optionally set number of times.
