PURPOSE: To obtain a new compound capable of exhibiting excellent emulsifying activities to each used oil such as a silicone oil, and a mixed oil thereof, capable of providing excellent emulsion stability, and suitable for a cosmetic use. CONSTITUTION: This new compound is a silicone compound of formula I £R1 is a 1-30C alkyl, an aryl, an aralkyl or the like; R2 is a polyoxyalkylene of formula II; R3 is an organosiloxane of formula III; R5 is H, a 1-30C hydrocarbon or the like; (a), (b) and (c) are within the ranges of 1.0=<(a)=<2.5, 0.001=<b=<1.5 and 0.001=<c=<1.5 respectively; (f) and (g) are within the ranges of 2=<f=<200 and 0=<g=<200 respectively, with the proviso that f+g is 3-200; (m) satisfies the formula 0=<m=<15; (h) satisfies the formula 0=<h=<500; (n) satisfies the formula 1 =<n=<5|. The compound can be obtained by subjecting a polyoxyalkylene compound of formula IV, a silicone compound of formula V and an organohydrogenpolysiloxane to an addition reaction in the presence of a platinum catalyst or a rhodium catalyst.
