PROBLEM TO BE SOLVED: To prevent mis-operations in release when of voltage drops in a power supply for a solenoid. SOLUTION: When a voltage of a power supply is dropped and a solenoid 1 is driven by turning on a release switch 16, the solenoid 1 is stopped halfway on a stroke and a release lever 21 is not operate, because the fitting frictional force between a fitting part 9a of a fitting lever 9 and a tip part 28d of a release jointing lever 28 and the drive force are balanced. In this case, a CPU 17 transmits a plurality of pulse signals of 20 ms on-time and of 30 ms off-time and controls the power for a solenoid drive circuit. At the second drive output, the top part 4a of a movable shaft 4 moves to a stroke longer than that of first time and collides with a pin 14 of the fitting lever 9 with stronger collision impact. Then, the fitting state of the release jointing lever 28 is released, and the release lever 21 is activated.
