PROBLEM TO BE SOLVED: To enable a torque developing device to more surely and stably develop a prescribed torque for a long time. SOLUTION: A torque developing device 1 is provided with a first rotary shaft 4 which is rotationally and axially movably provided in a housing 2 and has a first taper gear 9 and the left end of which is connected with the rotating shaft of a rotationally driving device, second to fourth rotating shafts 6, 7, and 8 which are rotationally and axially movably arranged around the first rotary shaft 4 at regular intervals in the circumferential direction in the housing 2 and have first to fourth taper gears 15, 16, and 17 which are meshed with the first taper gear 9, and a load applying means 12 which develops an axial thrust applied to the first rotary shaft 4. When the shaft 4 is moved leftward by the thrust applied form the means 12, the teeth 9a of the gear 9 come into contact with the teeth 15a, 15a, and 17a of the gears 15-17 and a diametral force which pushes the gears 15a-17a is developed. Because of the resistance caused by the reaction to the diametral force, a rotational torque is developed in the first taper gear 9.
