PROBLEM TO BE SOLVED: To satisfactorily remove residual toner on an intermediate transfer body, even when using a toner whose particle size is small as that of developer and to prevent image unevenness even when attaching/detaching a cleaning means by constituting the cleaning means for the intermediate transfer body of a re-electrifying roller and a bias roller. SOLUTION: An intermediate transfer body cleaning device 140 performs cleaning by using a re-electrifying roller 141 electrifying the residual toner and the bias roller 142, which removes the residual toner electrified again to be a uniform electrified state and to which bias voltage is applied, and making them abut on the intermediate transfer body 14a. By superposing AC voltage on DC voltage and applying the superposed voltage to a driven roller 14 and turned, while abutting on the intermediate transfer body 14a turned on a driven roller 14j, the belt and the residual toner are discharged and electrified so as to form uniform potential and charge. Then, the roller 142 to which the DC voltage is applied is rotated, while abutting on the intermediate transfer body 14a, so that cleaning of high recovery rate is conducted.
