The device has a charging roller (2) configured to bound on a photoconductive part (1) and a charge is applied to a surface of the photoconductive part. The roller has a number of layers, one with a resistive characteristic with which a roller surface potential is increased by charge movement. The resistance is such that the time for which a charge is moving in the layer is less than that for which a random point in the roller surface is moving past a discharge region. An Independent claim is also included for an image generation method enabling effective maintenance of a charge potential and for an image generating device.
