PROBLEM TO BE SOLVED: To provide a data recording and reproducing, device in which digital signals in different modes can be reproduced by using a single reproducing equalizer, and provide further a recording medium. SOLUTION: A channel formatter 23 generates data of a format composed of a front section margin, effective data and a rear section margin. The channel formatter 23 equalizes the channel data rates of each output data in the case of a 30 Hz mode and the case of a 29.97 Hz mode, and the quantity of the data of the rear section margin is set at a value, at which the length of one recording track in the case of the 29.97 Hz mode is equalized to one in the case of 30 Hz mode. Recording density per track differs by 0.1% in either case of the 30 Hz mode and the 29.97 Hz mode, but a reproducing equalizer can be shared because the channel data rates are made the same.
