PROBLEM TO BE SOLVED: To provide an excellent catalyst for fixed bed oxychlorination method, which has low fluidity resistance, is excellent in the characteristic and efficiency of heat exchange between it and the wall of an industrial reactor, and has an excellent active phase based on copper and additives such as alkali and/or alkaline earth metals and/or lanthanides. SOLUTION: This catalyst comprises a carrier and a catalytically active material consisting of copper carried on it. The copper is present on the dried catalyst and the content of the copper is 1-12 weight%. The catalyst is formed in a hollow cylinder shape to have dimensions, 4.0<=De<=7.0, 2.0<=Di<=2.8, 6.1<=L<=6.9, and 2.0<=Do/Di<=2.5, wherein De is external diameter (mm) of the hollow cylinder; Di is the internal diameter (mm) thereof; and L is the length (mm) thereof.
