PROBLEM TO BE SOLVED: To restrict an increase in the cost of a transfer-material carrying member and a variation in the widthwise resistance characteristic of it and to form a high quality toner image on the surface of a transfer material by arranging plural transfer-material carrying members in a direction perpendicular to the direction of the movement of the surfaces. SOLUTION: Transfer-material belts 13A and 13B are used. By forming the transfer-material carrying belts 13A and 13B narrow, a difference in widthwise resistance characteristics between the transfer-material carrying belts 13A and 13B is made extremely small. In transfer-material carrying belt production, a large number of transfer-material carrying belts 13A and 13B are produced, and the transfer-material carrying belts 13A and 13B between which the difference in resistance characteristics, for example volume resistivity, is small are used by being combined and wrapped round a drive roller 14 and a follower roller 15. This minimizes the widthwise resistance characteristic difference of the entire transfer-material carrying belt 13.
