PROBLEM TO BE SOLVED: To shorten a period of time when illumination in a car is reduced and prevent waste dispatch of a worker and an enginner. SOLUTION: When a fluorescent lamp which is not lit normally exists (S2), a command for turning off fluorescent lamps is given to all the fluorescent lamps related to a car (S6), and a command for turning them on again is given (S9). As a result, when all the fluorescent lamps are lit normally (S11), it is not informed to an abnormality monitoring center. Since it is not informed to the abnormality monitoring center as far as the fluorescent lamp which is not lit normally even by the trial for turning it on again is not detected by predetermined number or more within a predetermined period of time, it is possible to prevent informing in accordance with non-lighting due to temporary drop of power supply voltage. When all fluorescent lamps are not lit normally (S3), the car is stopped at the nearest story if the car is running, its door is opened, and the trial for turning off the fluorescent lamp related to the car and turning it on again is performed.
