PROBLEM TO BE SOLVED: To allow a broadcast transmission device to manage AV data of a broadcast program, which are accumulated in a broadcast reception device by generating accumulation control information and accumulation management information, which indicate a method for accumulating AV data in a reception device and registering them as reference information in the broadcast transmission device. SOLUTION: A broadcast transmission device 100 controls the accumulation of AV data being a broadcast program material in a broadcast reception device, controls the use of accumulated AV data and supplies broadcast program service that the broadcast transmission device 100 intends to the broadcast reception device 110. In the broadcast transmission device 100, an AV data accumulation management means 101 accumulates and manages the material of the broadcast program as AV data. A reference information generation means 103 generates accumulation control information indicating a processing control method when AV data of the broadcast program are accumulated in the broadcast reception device 110 and accumulation management information indicating management information of AV data in the middle of accumulation and registers them as reference information.
