PROBLEM TO BE SOLVED: To efficiently produce the subject compound by treating a specific penicillanic acid compound with a metal reagent comprising a mixture or an alloy of copper, cobalt and/or manganese, with iron and/or nickel. SOLUTION: A compound of formula I (R is H, a 1-5C alkyl or the like; X is H or bromine) is treated with a metal reagent comprising a mixture or an alloy of copper and/or cobalt and/or manganese with iron and/or nickel to provide the objective 1,1-dioxopenicillanic acid derivative of formula II and a pharmaceutically acceptable salt thereof. Preferably, the metal reagent comprises the mixture or the alloy of the cobalt and the copper with the nickel, and the proportion of the cobalt and the copper in the mixture or the alloy is 0.05-40% and 0.05-40% respectively. The reaction is preferably carried out under the condition kept to pH 2-6. The solvent is a mixture of water with a polar organic solvent such as ethyl ether. The reaction is carried out at 10-30 deg.C.
