PROBLEM TO BE SOLVED: To make easily purchaseable a reservation ticket on a train by providing a read means which reads data out of a train ticket, an issuing means which issues a seat reservation ticket for a reserved seat of the train when it is judged that an inserted train ticket, etc., is a valid ticket for the train. SOLUTION: When the train ticket, etc., that a user has is inserted into an insertion slot (S102 while a reservation ticket can be purchased, the data recorded on the inserted train ticket, etc., are read out to judged the validity of the train ticket, i.e., whether the user can get on the train with the train ticket (S104, S106). When it is judged that the ticket is valid (S106), a reservation ticket for a reserved seat of a reserved seat vehicle is issued from a ticket issue slot, data showing that the specification of the reserved seat is accepted are recorded on the train ticket, etc., inserted into the insertion slot and printed, and then the ticket is returned from the insertion slot (S108).
