<p>PURPOSE: An apparatus and a method for coding audio/video signals are provided to enhance coding efficiency by shifting a sampling rate according to variance of input data. CONSTITUTION: An apparatus and a method for coding audio/video signals comprise a first sampling/holding portion(41), a phase shifter(43), a second sampling/holding portion(42), a sum portion(44), a comparator(45), a switching portion(46), a quantization portion(47), and an encoding block(48). The first sampling/holding portion samples and holds analog video signals according to a first sampling rate. The phase shifter shifts a phase of a sampling control signal according to variance of video signals. The second sampling/holding portion samples and holds the analog video signals according to a second sampling rate. The sum portion adds the sampling data of the first sampling/holding portion to the sampling data of the second sampling/holding portion. The comparator compares the sum sampling data with a predetermined threshold value. The switching portion outputs selectively the sampling data of the first sampling/holding portion and the sampling data of the second sampling/holding portion. The quantization portion quantizes the sampling data output from the switching portion. The encoding portion compresses and codes data output from the quantization portion to output digital signals.</p> |
