PROBLEM TO BE SOLVED: To inhibit combustion or explosion of an inflammable substance by using a polyfluoroamine having no ozone depletion potential and a small global warming potential, and further excellent in ability for inactivating inflammable substances, chemical stability, a non-corrosive property against metals or the like, safety to the human body, etc. SOLUTION: Polyfluoroamine is mixed with an inflammable or explosive gas or liquid. As the polyfluoroamine is employed one represented by the general formula: Rf1(Rf2)NRf (wherein, Rf1, Rf2 and Rf are each polyfluoroalkyl or alkenyl group having no or at least one hydrogen) and preferably one represented by the general formula: (CF3)2NRf (wherein, Rf is polyfluoroalkyl or alkenyl group having no or at least one hydrogen). A preferable polyfluoroamine is one whose Rf contains at least one hydrogen. As the polyfluoroamine having at least one hydrogen in Rf (hydrofluoroamine), (CF3)2 NCF2CF2H, (CF3)2NCH2CF3 and the like can be exemplified.
