PROBLEM TO BE SOLVED: To ensure sufficient strength as a walking material excellent in bonding efficiency between a chip and a binder material and bonding durability for a long period of time and, at the same time, to provide the water permeable walking material having excellent water permeability and a method for manufacturing the material. SOLUTION: A walking material 1 is so monolithically molded that a chip of vinyl chloride resin composition is bonded with heating gelling substance of vinyl chloride resin paste, and it is formed into a porous structure. Then, the walking material 1 can be so manufactured that a molding material obtained by mixing the chip of vinyl chloride resin composition with vinyl chloride resin paste is heat pressed in a form to make the paste gel and that the chip and gelling substance are monolithically molded.
