PROBLEM TO BE SOLVED: To suppress the characteristic deterioration caused by the moisture in an EL element, to prolong the life and to suppress an increase in the manufacturing cost caused by a moistureproof film in an EL panel sealed with the EL element by the moistureproof package film. SOLUTION: An emitter layer dispersedly containing phosphor grains, a back electrode layer arranged on one principal plane of the emitter layer via a reflecting insulating layer, and an EL element are sealed by a package film to form an EL panel. Two polyester films 11 each having a moistureproof layer 12 are stuck together with the moistureproof layers 12 arranged face to face to form a moistureproof film 13, and an adhesive layer 14 is provided on one surface of the moistureproof film 13 to obtain the package film.
