PROBLEM TO BE SOLVED: To improve cleaning operability by forming a surface of a rubber modified on its surface at least by an organic halogen compound having a specific structure in a molecule. SOLUTION: A rubber used for the form-dampening roller is treated with an organic halogen compound having a structure represented by formula (wherein X is a halogen atom), a hydrophilic property is given to at least a surface of the rubber, its stickiness is reduced, and its frictional coefficient is decreased. As the rubber modified by organic halogen compound treating, an acrylonitrile butadiene rubber, chloroprene rubber, styrene butadiene rubber, synthetic isoprene rubber, polybutadiene rubber, ethylene propylene rubber, polybutadiene rubber, ethylene propylene diene terpolymer rubber, natural rubber or the like is used. As the dampening, roller, the acrylonitrile butadiene rubber is preferable. These rubbers are normally vulcanized for use, and the vulcanization is conduction by a normal vulcanizing method.
