PROBLEM TO BE SOLVED: To prevent a receiving water section from being attached and accumulated with a dirty component and becoming hard to be removed by providing a means for imparting water repellency to the receiving water section for receiving water drops removed from hands. SOLUTION: Water drops removed from hands by drying treatment contains not few dirty components such as dirt, organic matter, fat component of the hand, however, since water repellency 14 is provided at an interior surface of a discharging pipe 9 and a receiving water section 10, attaching and accumulating of the dirty components can be prevented. Since the water repellency 14 is further provided at an area adjacent to an entrance 1 for inserting the hands of a front panel 5 where the water drops and water splash or the like are easily attached. Catching and accumulating of the dirty components at a water receiving section 4 and a front surface can be avoided thereby, thus cleaning can be easily done, the number of times for cleaning can be reduced and a property for maintenance can be improved.
