PROBLEM TO BE SOLVED: To produce surface oxidized particles inexpensively and stably within a short time by a simple apparatus and simple operation without charging particles and to make the particle size of obtained surface oxidized particles relatively small and almost uniform. SOLUTION: In a particle surface oxidizing apparatus executing a particle surface oxidizing method having a suspending process, a transport process, an oxidizing process, a diluting process and a vapor removing process, for example, first and second flow rate detecting means 11a, 11b or a temp. detecting means 56 and a humidity detecting means 57 are provided in a diluting gas introducing part 6 or cooling part 50a as a state detecting means detecting the state of transport gas. The detection results obtained from these state detecting means are used to control the diluting process and the vapor removing process.
