PROBLEM TO BE SOLVED: To provide a high quality recording and reproducing device that has less deterioration in tone quality, in a device for recording and reproducing digital video and audio data by inputting digital audio data of a clock asynchronous with digital video data. SOLUTION: At the time of recording, sampling rate conversion is made on the digital audio data input of a clock, which is asynchronous with digital video data, with a clock synchronous with digital video data by means of a sampling rate converter 107. At the time of reproduction, by reproducing with the stable clock synchronous with the digital video data, the device can be realized for recording and reproducing digital video and audio data that has less tone quality deterioration due to clock jitters.
