PROBLEM TO BE SOLVED: To regulate the actuation of an expansible boom when an upper leveling cylinder provided on a workbench is not actuated. SOLUTION: This device has an electric upper leveling cylinder 29 on a workbench provided at the end of an insulating expansible boom, the upper leveling cylinder 29 being controlled by an upper controller 25, which is connected to a battery 21 via an electric switch 23. The upper controller 25 has an information transmitting circuit 33 that outputs power supply information indicating that the power of the battery 21 is supplied to the upper controller 25 with the electric switch 23 turned on. The upper controller 25 is connected to a lower controller 27 via an optical fiber cable 37 and the lower controller 27 controls the actuation of the expansible boom. Unless the information transmitting circuit 23 transmits the power supply information to the lower controller 27, the actuation of the lower controller 27 is regulated to regulate the movement of the expansible boom.
