PROBLEM TO BE SOLVED: To prevent a mesh screen from skewing in the lateral direction, prevent a master from slipping off from a clamper, and in addition, prevent a breakage and an elongation of the master due to them from being generated, and prevent the reduction of an image quality and an unfavorable discharging of the plate, and a foiling and a damage in a machine due to an ink splashing accompanying the breakage of the master from occurring, without stretching the rear end part of the mesh screen with a spring, or without pinching and fastening the distal end part of master by a master distal end fastening means such as a clamper. SOLUTION: A master 61 is wound on the outer peripheral surface 6 of this plate cylinder 1, and an ink is fed to the master 61 through open holes 2 from the inner peripheral surface 5 side for the plate cylinder 1, and for such a plate cylinder 1, on the open hole rims on the outer peripheral surface 6 side of the open holes 12, an open hole rim protruding part 3 which protrudes to the outside from the outer peripheral surface 6 of a half-etched part 4 is formed so that the master 61 may be held. The cross sectional shape of the open hole rim protruding part 3 is a mountain-shape, and the peak has an acute angle.
