PROBLEM TO BE SOLVED: To make GPS(global positioning system) position measurements at a mobile station in a short time and with high accuracy. SOLUTION: Error correction information and satellite orbit information are generated at a center station and checked for validity to transmit the usable information to the terminal of a moving element, where position is detected with high accuracy and in a short time by use of the pieces of information. Alternatively, the pieces of information generated are transmitted from the center station whenever necessary and checked for validity at the terminal of the moving element to detect position with high accuracy and in a short time by use of the usable information.
