PROBLEM TO BE SOLVED: To obtain the subject purifying material having an effect for purifying bottom materials and sea water for a long period and capable of quickly recovering the biophase of sea by adding steel mill slag having a large granule diameter in a specific amount. SOLUTION: This material for purifying bottom materials and sea water contains steel mill slag having a granule diameter of >=10 mm in an amount of >=85 wt.%. The purifying material preferably contains steel mill slag having a granule diameter of >=20 mm in an amount of >=90 wt.%. Therein, the steel mill slag is preferably subjected to an aging treatment. The material containing steel mill slag having a granule diameter of >=10 mm in an amount of >=85 wt.% and used for purifying bottom materials and sea water may be accumulated on bottom mud in a thickness of >=5 cm to purify the bottom materials and sea water. The material containing steel mill slag having a granule diameter of >=20 mm in an amount of >=90 wt.% and used for purifying bottom materials and sea water may also be accumulated on bottom mud in a thickness of >=5 cm to purify the bottom materials and sea water.
