PROBLEM TO BE SOLVED: To enable a load of a subscriber data access means to be equalized by specifying a data block for storing subscriber data of a desired subscriber's terminal on the basis of part of an extracted subscriber terminal identification number and deciding the subscriber data access means for housing this data block. SOLUTION: With respect to a subscriber data housing device 20, first to fourth processors 211 to 214 have 0-th to fifth data blocks(DB) which store subscriber data of the subscriber to be housed. A terminal identification extraction part 23 extracts last four digits of a terminal identification number of terminal identification information 22 from an external base station and a processor allocation part 24 arbitrarily selects one of first to fourth processors. A selected processor refers to a DB configuration table 5 on the basis of the last four digits of the terminal identification number, specifies a processor to house subscriber data and demands an access of the processor. Thus, it is possible to uniformly distribute the identification number to the processor.
