PROBLEM TO BE SOLVED: To control a rolling angular velocity of an airframe body by knowing a rolling angle of the body from a change of a strength of reception signals of a radio altimeter for measuring an altitude of the airframe. SOLUTION: A first radio altimeter 7 sends a reception signal to a first amplifier 8 of a rear stage, the amplifier 8 amplifies the signal, and sends the signal to a first signal strength deciding unit 9. Here, the unit 9 generates a pulse signal. When a frequency counter 10 measures the frequency of the pulse signal, the frequency of this case becomes that of rotation of a roll, so that a rotating frequency of the roll, that is a rolling angular velocity can be known. Then, a roll steering angle calculator 11 calculates a suitable roll steering angle command from a frequency output from the counter and an output of a rolling angular velocity setter 2, sends it to a steering unit 5, which controls angular velocity of the rolls of the body 1 of the airframe by steering a steering wing 6 by a steering unit 5.
