PROBLEM TO BE SOLVED: To provide a phase difference plate which further enhances the uniformity of a phase difference simultaneously with additionally enlarging a visual field angle and a process for producing the same. SOLUTION: The refractive index difference [(nx-ny)s] in the intra-surface direction of a film surface is larger than the refractive index difference [(nx-ny)c] in the intra-surface direction in the central part with respect to the thickness direction of the film and the relation with the refractive index (nz) in the thickness direction is the relation nx>nz>ny. The production is executed by vaporizing the volatile component of a thermoplastic film contg. the volatile component, uniaxially stretching the film, bonding a heat shrinkable film which shrinks in a direction orthogonal with the uniaxial stretching direction to the resulted uniaxially stretched thermoplastic resin film and shrinking the film by heating, then removing the heat shrinkable film bonded thereto.
