PROBLEM TO BE SOLVED: To provide a distributed control system which is easy to manage and easily changes a program. SOLUTION: Each of control boards 1-X, 1-Y, and 1-Z is provided with a loader ROM 11, a type setting switch 12, and a flash ROM 13, and system control programs are stored in a ROM board 2, and each of boards 1-X, 1-Y, and 1-Z reads in a program required for its own type from the ROM board 2 by the loader ROM 11 and discriminates whether the program exists in the flash ROM 13 or not and discriminates whether the read-in program is a new version or not in the case of existence and stores the program in the flash ROM 13 in the case that the program doesn't exist in the flash ROM or the program is a new version. Each of control boards 1-X, 1-Y, and 1-Z performs the operation by the program stored in the flash ROM 13.
