PROBLEM TO BE SOLVED: To improve liquid quality by accelerating the destruction of bacterial cells or deactivation of bacteria by positively utilizing cavitation bubbles by forming liquid jet streams in a closed space such as a rectangular box or a cylindrical space and generating liquid jet streams and generating vortex streams in the jet streams and generating dynamic vortex streams in the vortex streams. SOLUTION: A liquid quality modifying apparatus 1 is constituted of a turbulent flow generation box 2 and a duplex nozzle 3. The duplex nozzle 3 is constituted of a cavitation generation part 5 and a gas-liquid introducing part 6. Further, the cavitation generation part 5 is formed in the turbulent flow generating box 2 and the gas introducing part 6 is formed of a liquid introducing part 7 and a gas introducing part 8. A jet hole 14 is opened to one side wall of the turbulent flow generation part 2 and an axial liquid introducing port 15 and a radial liquid introducing port 16 are opened to the liquid introducing part 7 and an axial gas introducing hole 18 is opened to the gas introducing part 8 and a cavitation generating nozzle is formed by the jet hole 4 and the axial liquid introducing hole 15. A liquid discharge port 19 is opened to the other side wall of the turbulent flow generation box 2.
