PROBLEM TO BE SOLVED: To uniformize the temperature distribution of a heat-ray absorbing layer, to prevent a light transmissive substrate from being damaged and to increase an instantaneous heating time or a heating time by forming the specified heat-ray absorbing layer and a specified heat conductive layer outside the light transmissive substrate. SOLUTION: A first heat-ray fixing roller 17a functioning as the rotary member for heat-ray fixing used for fixing the toner image of a surface image is provided with the cylindrical light transmissive substrate 171a and the heat- ray absorbing layer 171b, the heat conductive layer 171e and a releasing layer 171c outside the substrate 171a in this turn. The layer 171b is formed by mixing the powder of carbon black, graphite, iron black and the like in resin binder so that the roller 17a can be instantaneously heated because 90 to 100%, preferably, 95 to 100% corresponding to almost 100% of heat rays emitted from a heat-ray irradiation member 171g and transmitted through the substrate 171a is absorbed by the layer 171b. Besides, the thickness of the layer 171e is 10 to 1000μm, preferably, 50 to 500μm and the layer 171e is formed by dispersing the metallic grains of titanium, aluminum, zinc and the like whose heat conductivity is excellent in the resin binder.
