摘要 <p>PROBLEM TO BE SOLVED: To turn a circuit to a small scale though a search range is wide. SOLUTION: Offset vectors (k) and (l) inputted to respective vector detection circuits 7 and 8 are P (predictive) picture offset vectors (v) and (w) separately determined in the search range of respective directions in the case of P pictures and are the ones for which a P picture vector (u) is time base corrected separately selected as an optimum vector in the case of B (bidirectional) pictures. By providing the vector detection circuits 7 and 8 in a front direction and a rear direction for outputting MAEs(mean absolute error) (o) and (p) and the optimum vectors (s) and (t) based on the respective offset vectors (k) and (l) set in the P or I (intra) pictures, adders 9 and 10 and an optimum vector selection circuit 15 for receiving the MAEs (o) and (p) and the optimum vectors (s) and (t) from the vector detection circuits 7 and 8 and outputting the smaller MAE as the P picture vector (u) of the optimum vector, this circuit is turned to the small scale.</p>
