The alternator of an engine which is usually operated as a generator is also operated as a synchronous motor in accordance with the operating condition of the engine. When the power generation from the alternator (1) is not required due to a fully-charged battery (9) or the engine is set to an accelerating state, a switching controller (5) switches the stator coil (12) of the alternator (1) to a rotating magnetic field generating device (8) from an output controller (7). The device (8) makes a stator (1S) generate a rotating magnetic field which rotates at the same speed as that of a rotor (1R). Consequently, the alternator (1) functions as the synchronous motor and generates an engine torque or a torque which assists the rotation of the engine. When the rotating speed of the engine starts to exceed the allowable upper limit value or the engine is set to a decelerating state, the alternator (1) makes the stator (1S) generate a rotating magnetic field having such a relative phase angle to the phase of the DC magnetic field of the rotor (1R) that generates a torque which suppresses the rotating speed of the engine.
