PROBLEM TO BE SOLVED: To provide a magnetic recording medium and a manufacturing method which attain recording and reproducing of high density by realizing low floating- running of a head slider and high durability to CSS, etc. SOLUTION: In the magnetic recording medium which has layers including at least a magnetic layer 4 on a nonomagnetic substrate 1, a structure composed of ruggedness formed by forming a number of fine island-like membranes 2,..., 2 by a thin film forming technique is formed on a surface of the nonmagnetic substrate 1. Further, the ruggedness in the texture is made to be exhibited on the magnetic recording medium surface through a layer formed threon and existence density of the island-like membranes forming the ruggedness is made to be <=70/μm<2> or coefficient of dynamic friction of the magnetic recording medium surface to the head slider is made to be <=1.
