Catalytic particles (36), cell (12) and system (10) for producing heat in a water-based liquid electrolyte (59). The particles (36) are formed of clay doped with an active agent capable of becoming a proton carrier in the presence of hydroge, preferably lithium chloride, and temperature cured into a ceramic core. The ceramic cores are uniformly coated with a layer of one or more metals capable of combining with hydrogen to form a metal hydride or deuteride. The electrolytic cell (12) includes a non-conductive housing (14) structured for liquid electrolyte flow therethrough and includes a bed (35) of catalytic particles (36) held within the housing (14) between spaced conductive grids (38/44). An electric power source is operably connected to the grids so that, when the cell (12) is filled with the liquid electrolyte (59), electrical current flows between the grids to initially charge the particle bed (35) and to thereafter support the production of excess heat.
