PROBLEM TO BE SOLVED: To secure picture quality, even for an image which has a sharp movement in a degree approximately equal to an image having a gentle movement by deciding the encoded data transfer value for every plural images, based on the encoded data quantity obtained through the encoding of the image information. SOLUTION: When a prepared dynamic image source 3 is encoded and recorded on an optical disk, the dynamic image signals 4 equivalent to (n) frames are converted into image data 6, via an A/D converter 5 and stored in a frame memory 7. An image-encoding circuit 8 encodes the data 6 equivalent to (n) frames and stored in the memory 7 for generation of encoded data 9. A data transfer speed calculation circuit 10 calculates the average quantity for the data 9 and outputs the data transfer speed information 11. The information 11 and the data 9 are stored in a buffer memory 12. Then the data read out of the memory 12 are edited into an optical disk format by a mastering device 13 and recorded on an optical master disk 14, and an optical disc 16 is produced by a press device 15. |
