An utilizing method of the waste tire for damping wherein the waste tires(shock absorber)(2) are cut to be surrounded around the prior post(7) and engaged by the stringer(3); and the advertisement frame(10) is mounted on the surface of the tire(2); is disclosed. Thereby, it is possible to prevent or minimize the collision accidents by installing the tire shock absorber in the high-accident-frequency spot and to maximize the advertising effect in the passenger-frequency spot.
