PROBLEM TO BE SOLVED: To use all radio transmission reception cards almost uniformly without increasing the frequency of use of radio transmission reception cards with young numbers. SOLUTION: A radio communication controller 102 is provided with a signal transmitter-receiver 11 having a plurality of radio transmission reception cards and a radio control card 12, the radio control card 12 is provided with a control section 5 and a storage section 6, the control section 5 is provided with a communication control means 1 and a channel management means 2 and the storage section 12 is provided with an operation management memory 3 and a channel management memory 24. Then the channel management memory 4 has a 2-dimension matrix whose suffix is a carrier number and a slot number of a channel, and a state of in use/not in use is stored at each cross point. Furthermore, the channel management means 2 references a channel number stored at first in the operation management memory 3 in the case of channel assignment and when an element of the channel number of the channel management memory 4 is not in use, a channel is assigned to a corresponding call and the corresponding element of the channel management memory 4 is updated in the operating state. Thus, all the radio transmission reception cards are used almost uniformly independently of the traffic. |
