PROBLEM TO BE SOLVED: To improve the coding efficiency and to simplify the complicated calculation process of contour line approximation by using a shape signal of an object included in a video signal. SOLUTION: A shape coder 210 encodes a shape signal of an object included in a digital video frame signal and a shape decoder 220 decodes the coded signal into a re-configured shape signal. On the other hand, a padding circuit 300 applies padding processing to the digital video frame signal to convert it into an extended video frame signal, a process block generator 400 generates a process block with a minimum size consisting of L×L picture elements including all object picture elements in each detected object block based on the re-configured shape signal. A coding channel 500 converts the video signal of the process block into a conversion coefficient, quantizes the signal and encodes to generate a video frame signal. A formatting circuit 600 applies formatting the shape signal and the video frame signal and provides the result to a transmitter. |
