PROBLEM TO BE SOLVED: To obtain an electrophotographic photoreceptor hardly generating a pinhole, to hardly generate the pinhole, even in environment where the pinhole is easily generated, for preventing the occurrence of a defect in an image and to prevent the expansion of the pinhole. SOLUTION: In the electrophotographic photoreceptor 12 consisting of at least an electric conductor layer 12c and a photosensitive layer 12e, the surface resistance value of the conductor layer 12c is a value within the range of 10<3>Ω/squ. to 10<9>Ω/squ. Then, this electrophotographic device uses the photoreceptor 12 and a developer 18 of a mixture of magnetic toner 18a and magnetic carriers 18b. Then, at least, one of an charge means and a transfer means is brought into contact with the photoreceptor 12.
